    It doesnt help that she is part of the Neighbourhood Watch which also brings privileges.

    Police do profile people - any investigation/questioning starts with person profile where you estimate whether the person before you is aggressive, or not and so on.

    The country I come from is famous for the police corruption and for "connections" which silence cases. I thought the UK is different.

    Being told "I see that everyday - ex officials with "friends" do get by easy, furthermore someone of your neighbour's age and status will try to play every trick in the bag and will do so"

    Neighbourhood watch is like any non-professional group (and even some professional), they can be very cliquey, they can be selective/exclusive, they may always side with one of their own. They start out with the best intentions but can quickly turn into exclusive social clubs.

    Everything starts to come to an end.

    I had a lengthy convo with the PC investigating who pot the racially aggravated criminal damage report and he said the following:
    - There are police officers who can witness pro her deterioration in mental abilities
    - The lady will be called on Saturday 24th Oct 15 and will be bailed out for one more week until her medical records are in
    - The PC will be presenting the case to the court and waiting for a decision on whether they will deal any further with her
    - The PC doesn't have much hope of getting any further as there are quite a few police officers willing to testify that she has degraded mentally over the years however he said the fact that the damages are worth over £3k the court may decide to take the case

    I also had a few conversations with the council who contacted me regarding the petition and said that they want to talk to me on Fri 30th Oct 15 and will be bringing two police officers who know my neighbour, 1 Social Services Agent and the the residential manager himself. They expressed concern that she may have dementia.

    So basically, all hope is now gone - she will be labeled as insane and thus not responsible for her actions. What a load of !!!!!!!!.

    Am I now supposed to just pay for the inflicted damages and expect her to do it again without consequences? If everyone has seen mental degradation throughout the years, why hasn't someone done anything about it? What the hell am I supposed to do now??

    Even if I were to take things privately, if she is found insane/mentally degraded, I have no chance...

    Presumably if her mental state is that which she requires additional supervision, she'll either need to have that supervision or move into some sort of sheltered accommodation?

    Also are they trying to claim she doesn't know what she's doing? Surely you've got enough evidence that it's orchestrated?

    Whilst probably impossible to enforce, I'd be surprised if someone wasn't liable for allowing her to continue doing damage.

    I think you might lose some support here OP by people with relatives suffering with dementia - I know you are angry but please don't use outdated offensive language to describe someone with dementia. If this lady is suffering from dementia hopefully the intervention of the social services might be the beginning of the end of your troubles and get the lady the help she obviously needs.

    I see nothing wrong with the words the OP uses.

    Insane = in a state of mind which prevents normal perception, behaviour, or social interaction; seriously mentally ill. etc.
