You do come out with some rubbish
I am not for or against the police.
When this story started I thought it was DM again, then thought it was real and now I am doubting it again as it reads like a work of fiction
Maybe that's why the police can't be bothered, it's easier to say "nah, it's fiction".

Thank you but I cannot give explanation to something I don't understand myself.
Fact is however, that since being arrested, the lady hasn't been keying my car. However, the allegations against myself, the suspicions by low-level PC that she may be pulling strings (on such low-level crime, regardless) and the fact that I had to reach out to the head of the Council to get the petition even looked at (more than 10 days passed since submission and no word back) lead me to fear that the issue will not be resolved.

The woman will not be able to pull any strings , she has been arrested and will be dealt with . People seem to think that knowing somebody in the police could get them off and the case NFA'd ( no further action) or any other connection to get them off ! Ever seen a Police officer at court ? Why couldn't they get themselves off it ? Quite simple with this matter, wait to see what happens at court ?0

Knowing a police officer won't get you away with anything. Knowing a superintendent (or senior PF staff, or local politicians) might have a totally different outcome. As she worked in immigration for presumably decades she might have some senior chums.
Not that that'll make any difference once the IPCC get involved though.0 -

It's probably more likely they just don't think it's very important. Police numbers, and morale, are very low.
The same officer who is investigating your scratched car will also be dealing with a caseload that includes rape, assault, crimes against children and possibly murder.
It is immensely aggravating for you, of course. Sadly, a large number of people in the country you have chosen to live in decided they wanted to vote for a government that is slashing public services to the bone, and this is the consequence.
If you want them to prosecute her, you will, as you have found, have to make ignoring you more of a pain than ignoring her.0 -

A lot of the serious crimes will be split off into separate units, but it still doesn't address the fact that the police are demotivated, overworked, understaffed and under-resourced. Whilst the officers dealing with it will want to deal with it properly, a racist vandal pensioner is probably half way down a pile of work they need to get done whilst getting moaned at by senior management.
Unfortunately, the only real way to get something done quickly is to make it easier for them to fix it than ignore it, but you just need to remember the problem isn't with the officer your dealing with, it's all the bureaucracy and politics s/he can't do anything about.0 -
