    But unless they tell them prior to booking that they must only use 25 ml (or similar), the customer could empty that entire bottle down the sink and theres nothing the B&B could do about it.

    But then where does it say that customers are allowed to take the empty containers (which would then justify and allow such use eg pouring 7 days worth down a sink). It doesn't does it! Therefore one should not assume that that the entire contents and the containers should be taken.

    I'm assuming you never wash your hands in public restrooms. Who knows what a previous occupant has done with the liquid soap.

    Which does not matter if you use the soap for their intended use of washing your hands
