My interpretation of the pics of signs in post 57 is that the only parking contract terms are that the car park is for Staff Parking Only. There are no other terms or conditions on that sign. No mention of parking on yellow lines whatsoever.

This requires a formal complaint to DVLA.
Question 2: Why do you want the information?
"Yellow lines with drop lines"
What the hell is that supposed to mean? And anyway yellow lines are meaningless on private property unless supplemented by prominent signage explaining their meaning, of which there is none.
Question 3: How are you going to use the information?

A hospital has no power to issue penalty charge notices therefore their intended use of the data is unlawful and constitutes a misrepresentation of authority.
Question 4:What legislation are you requesting this information under?
"Parking Act 1989"
The Parking Act 1989 is concerned exclusively with parking places provided under statutory control by local authorities. It is therefore entirely irrelevant in this context and the applicant failed to identify any applicable legislation in their answer.
Why does the DVLA even ask these questions if it doesn't even bother to read the answers?

That's about a contract to park on access roads, not in a car park. The unfair contract law says something like, the interpretation most in favour of the consumer is what counts. I would interpret that sign as only appyling to access roads.
In your first post you said you parked within the car park, not on an access toad, so the hospital had no business asking the DVLA for keeper details, and the DVLA had no business giving it out.
The road going through the barrier and round the corner is an upside down L shape if you like. The only thing through that barrier is staff parking and deliveries. It's quite confusing because we're allowed to park on that road to the left and right as you go in through the barrier all the way up the road. If that's an access road, they allow us to park there. There's 2 bigger parking areas which are like dirt tracks that hold a lot of cars on the right of the road too.
As the road goes round, there's yellow lines all the way down the road (dead end at the bottom with a tiny roundabout for deliveries etc. and more spaces which are allocated spaces) They allow us to park all the way down to the left of that road too on the yellow lines.

on double yellow lines as I'd arrived early for a parking space because they kept leaving the barrier up and I was waiting until I could get a space so I was sat in the car.
My issue was that they left the barrier up which people abuse and it leaves no spaces for those of us that pay and that they gave me a notice whilst I was waiting for a space. I hadn't left the vehicle.
Once through the barrier, I take it, the road is still an access road even though there is nothing through there other than staff parking and access for deliveries.0 -

The DVLA are victims of this fraud too. The Trust has used the manual Local Authority mechanism for obtaining Keeper Details which is free when enforcing statutory PCNs instead of the paying the £2.50 normally required for private parking enquiries.
You need to escalate your complaint to the DVLA. The Trust is not a Local Authority & cannot issue Penalty Charge Notices . The Trust should not be requesting Keeper Details using Form VQ616. There is no Traffic Regulation Order for the roads or car parks in the hospital & even if there were it's for the Local Authority to enforce not the NHS Trust. The DVLA are in breach of the Data Protection Act by releasing the Keeper Details which have been fraudulently requested.
An FoI request to the DVLA enquiring how many times in the past year they have released Keeper Details to the NHS Trust when requested on Form VQ616 will demonstrate the extent of the fraud.0 -
