Ivor I haven't communicated via Kate but yes this is Wythenshawe Hospital I'm talking about. I can't see any BPA or IPC logo anywhere on the notice Hot Bring and it does say that the appeals panel meet every two weeks and are supposed to give their decision in writing. I haven't had anything via mail or email other than this letter today.0

me thinks an email to the DVLA is in order , ONLY members of the IPC and the BPA can get data for car parking charges , and this can ONLY be handed to IPC/BPA members

as this is a "swipe" system I wonder if the permits have to be is displayed , and more importantly , is the cars reg no printed on the permit?

OK, just don't tell them who was driving ( and you have no legal obligation to tell them ). They can not hold the registered keeper liable as they do not belong to a recognised trade association. Therefore they can only hold the driver liable and of course they don't know who that was.

Can you post up your appeal and their reply/threat letter. You will need to host this on tinypic and give us a link, with http replaced by hxxp.
Copies of any signs would be useful too.
How much is the charge?
I would reply to their letter as if it were a letter before claim (but can give better advice if I can see the documentation).
Dear X,
I have received your letter dated yy.
Please confirm we have exhausted your internal complaint handling procedures. If so, then please provide the following statutory information required by The Alternative Dispute Resolution for Consumer Disputes (Competent Authorities and Information) Regulations 2015.
19 (2) Where a trader has exhausted its internal complaint handling procedure when considering a complaint from a consumer relating to a sales contract or a service contract, the trader must inform the consumer, on a durable medium—
(a) that the trader cannot settle the complaint with the consumer;
(b) of the name and website address of an ADR entity which would be competent to deal
with the complaint, should the consumer wish to use alternative dispute resolution; and
(c) whether the trader is obliged, or prepared, to submit to an alternative dispute resolution procedure operated by that ADR entity.
I confirm I am willing to use a suitable ADR Entity.
Pre-Action Protocol

I have received information from the DVLA to the effect that at the above time and date, you were the registered keeper of the vehicle reg no. ********
The parking charge notice issued to your vehicle was in connection with an offence of parking.
To date, I have no record of receiving payment in respect of the offence detailed on the parking charge notice and I am obliged to submit your details to our legal section, who will pursue for payment via the County Court. An application for the cost of this action will be made against the registered keeper in each case. You may intervene in this process by making payment of £85.00 within 14 days of the date of this letter (it's dated 4th Sept 2015)
Payment details are enclosed.
I trust I may have assisted you to bring this matter to a conclusion.0 -

They do not belong to the BPA nor the IPC so they have no recognised appeals procedure. Therefore they CAN NOT hold the registered keeper liable.
They are lying and corrupting the process. Please name the CEO of your trust and publish his/her email address.
