    please write a email to the following person, and simply ask


    "I am the registered keeper of vehicle reg xxxxxxx , please can you tell me if anyone has asked for the ownership details of the above vehicle between the dates xx/xx/xxxx and xx/xx/xxxx

    Of course they can hold the registered keeper liable but only if they adhere what is prescribed in POFA 2012 to invoke keeper liability. They don't need to belong to an ATA because they are the landowner. They can issue a windscreen ticket then purchase keeper details from the DVLA by paper application. Then send out the NTK between 28 & 5 days after the 'offence'There is no requirement in POFA 2012 to offer any form of appeal let alone a 3rd party appeals procedure.

    incorrect info , only a company that is a member of an approved ATA can buy the info from the DVLA for a PARKING OFFENCE


    we have been thru this one with ANPR , Proserve and a couple more companies


    Proserve lost a major court case on this fact


    they can try for trespass , but that might be very hard with a wage slip showing deductions , and a valid "swipe card"

    dependent on the reply from the DVLA , I would forward the second letter , clearly showing that it is a parking charge (not trespass) and ask why your info was given to a company for a PARKING CHARGE , when they are not a member of an approved ATA ,


    letter one may get there data sharing officer in deep doo daa ,,,

    I gave a full postal address in my email. Did exactly what Enfield Freddy said word for word but I guess they need a signature!

    The NHS Trust is the landowner. The landowner can always purchase RK details from the DVLA. It's the same principle if some dumps a car in your garden r parks on your drive. ANPR, Proserve etc are all 3rd-parties who do not have an interest in the land they were operating on.

    If Ransomes Europark as landowner apply to the DVLA for RK details they will be sold the data. The shady business using a fictitious payment to Proserve to justify the charge then having Proserve apply for RK details is what is not permitted.

    As in this case the landowner is also the employer they will have far greater powers than any PPC could possibly dream of. They could make it a disciplinary offence & ultimately fire an employee for not abiding by the parking rules.
