see post #4 here https://forums.moneysavingexpert.com/discussion/5244876 about the guidelines from Jeremy Hunt a year ago, see if you can complain using them and also how they are implementing them to avoid problems like these
and see if you can get your union on board too
there are many trusts signed up to the BPA and in their AOS so it seems some trusts do use AOS status to get VRN numbers
its a shame its not made mandatory and hopefully will be with one body once the Communities Department sort this mess out after their may 2015 review0 -

whats the parking act 1989?0

This is a photo of the sign which is up on the barrier before you get into the car park. The hospital used Parkforce previously but that sign is the only one up presently mentioning anything 'contractual'

It says YELLOW LINES WITH DROP LINES however, I have no idea what drop lines are! I asked to view the photos that were taken by the guy who gave me the notice (whilst I was sat in my car) and was told I couldn't see them unless I requested them via data protection but wouldn't be able to do that until after so many days of which he didn't seem to know how many. I asked if I could be seen in the car and the response was, it's unclear because of the lighting.0 -
This requires a formal complaint to DVLA.
Question 2: Why do you want the information?
"Yellow lines with drop lines"
What the hell is that supposed to mean? And anyway yellow lines are meaningless on private property unless supplemented by prominent signage explaining their meaning, of which there is none.
Question 3: How are you going to use the information?
"Contact owner regarding a penalty charge notice..."
A hospital has no power to issue penalty charge notices therefore their intended use of the data is unlawful and constitutes a misrepresentation of authority.
Question 4:What legislation are you requesting this information under?
"Parking Act 1989"
The Parking Act 1989 is concerned exclusively with parking places provided under statutory control by local authorities. It is therefore entirely irrelevant in this context and the applicant failed to identify any applicable legislation in their answer.
Why does the DVLA even ask these questions if it doesn't even bother to read the answers?Je suis Charlie.0
