The chances are that the "red route" has been painted by the parking company (or the airport) either way they are not like the Red Routes you get in London.
Do not think of paying. The story of your reason for stopping (and you weren't "parked") is fine in my opinion and would stand up in court. Should it get that far.
Read around the airport threads (JLA: Luton; Newcastle; etc.) and that will give you a better idea how to handle this.0 -
@Arcon5 Might I make an educated guess that the PCN was issued by APCOA?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Sorry I cannot answer some of the questions, I don't know if it's a road under the RTA or the airport or who manages it and what laws apply.
Not received the ticket yet, but only happened today. I guess i'll know more in a week or two.

I'm the red dot. The camera van pulled up at the yellow dot. No other cars was there, image just picked up from Google.

This isn't complicated at this stage. We just need to know who (when you receive anything) issued you with any penalty/parking notice. You don't know at this stage if anything at all will be issued.
Until then, it is merely speculation, and not helpful! Come back if/when you get any correspondence on the matter. On StreetView that layby seems to be full of car transporters, which unfortunately are blocking any signage. However, if you go back down the road a bit towards the terminal there is a visible No stopping sign which includes the words:
"This is a private road"
No idea what that means in terms of who would issue the ticket or what challenge could be made to it.0 -

It would seem that the road is within the airport and from that point of view will be subject of the airport byelaws. APCOA were employed some time ago to "enforce" the byelaws on the approach roads and car parks at Birmingham. The fact that the areas they seek to "enforce" on are covered by the byelaws means that they cannot invoke the Protection of Freedoms Act, Schedule 4 (keeper liability) because those areas are not "relevant land". That doesn't stop them implying that they have that option open to them in their paperwork but then their only interest is in farming sorry, enforcing the parking rules for maximum gain.On StreetView that layby seems to be full of car transporters, which unfortunately are blocking any signage. As said above, wait for the Notice to Keeper (should arrive somewhere between 28 and 56 days and should not be the first letter that arrives from them) then appeal - as the keeper (not the driver) - using the guidance as to the legal issues in the Newbies thread. That will be refused but the subsequent appeal to POPLA will win.
