Just so that it no longer blocks the drive. I wouldn't go as far as pushing it half way down the street or anything.

Before we all get carried away with what retribution we'd like to take, it is NOT illegal to park over a dropped curb and the police will not do anything about it unless someone is blocked in. i.e. if they are out of the drive but can't get in then the police are NOT obliged to do anything. Therefore the neighbour is entitled to park overhanging the driveway so long as it does not completely block in a car already IN the driveway. I am not saying this is a desirable state of affairs or condone the neighbours actions; just the law as I understand it.0

How long ago did the OP have her driveway built? has it been a recent addition? Is it the OP that's impacted on the established local parking etiquette? A photo or a diagram would go a long way to resolving the relative rights and wrongs of this situation.0
