    Not any more.
    The Wireless Telegraphy Act of 1967 (as amended) has been repealed meaning that from 25 June 2013 onwards, TV dealers are no longer required to notify TV Licensing when they sell or rent out TV equipment.

    Even if Kayak had not signed it, s/he could still have been prosecuted, depending on the evidence against him/her.

    The 178 without a signature is not a guarantee of no prosecution, and a 178 with a signature is not a guarantee of a conviction.

    My mate is paying toward a holiday, which he isn't going on until next year.

    And I'm paying toward a pension, I won't be using for at least another 12 years.

    The irony is that they would probably allow him to do this on a year-by-year basis if he asked them properly.

    He would need to contact them after 6 payments and ask to come off the payment scheme, but continue with his existing fully-paid licence, rather than receive a refund.

    But even with this vagary about what the result might be, its still better not to sign it ?

    You are right - the TV Licence payment schemes are pretty unique. However, the basic principle is not rocket science.

    Absolutely.

    Indeed, it's better not to interact with them at all.

    To that end, it's a good idea not to open the door.

    It's also a good idea to buy a licence or, better yet, go LLF.
