Ok yes I remember now Red. I notice the appeals through POPLA have 100% successful. Is it the same with IAS?
Am still confused by this RK thing. If after 28 days they can then get the RK's details from the DVLA anyway and send a letter to the RK to enforce the Invoice, what difference does it make whether they know who the RK is or even who parked the car?
Apologies if I'm going over old ground here, but I have honestly been trying to read and understand it, and I still fail to see relevance of this and how it is in any way beneficial.
unknown as they are relatively new, small in number and unless people tell us we have no idea , but you are welcome to use the forum search box and look for any relevant threads
as for this NTK thing, its fully explained in the NEWBIES sticky thread and coupon-mad has also answered the question more than once in this thread

this takes time to understand yet you are trying to run a marathon before learning to crawl , rome wasnt built in a day !
you really need to sit down and read all the info you have been given, plus post #1 of the newbies thread, over and over again until you get the gist of it for this particular case
in this case, put the words popla and the bpa out of your head , completely
as for the IAS, its 21 days to appeal, (whereas for popla its 28)
what you have to understand is you are being told things for a reason, doesnt matter if you dont understand them, but you also need to stop assuming and stick by the facts, which are all in here + the newbies thread
remember, we didnt make up this game, but we have to play it and help others play it too, even when they dont want to , but we expect them to do the work too0 -
Ok thanks for that C-M. I can attach a link to googlemaps which shows this sign half way up the road with not a road marking or single other notice in sight at the beginning of the road.

Right, I have some developments on this and need some guidance on what to do next. After liaising with the Company regenerating the estate where this Invoice was issued, trying to establish who owns the road in question - I've just received an email from the local Council regarding there use of PCM. But the road in question was never mentioned by him. He mainly talks about the other road where they have had parking issues. Shall I copy and paste the what he sent me to see what my next step should be?
Also, Regeneration Company sent this email to the Council before I got the response from the Council directly...
"Please find an enquiry below. This was sent to me initially however I am not in a position to respond.
It think its best managed by the Council rather than going directly over to PCM hence why I did not provide their contact details."0 -

xxxxxxx xxxx has sent me your email for reply.
You can write to me with your specific complaint although I assume it relates to the amount of vehicles parked on the driveways on xxxxxxx Road and the increased parking stress generally in the area.
If this is the case then I can tell you that we are aware if these issues and have recently met with *Regeneration Company* and PCM to put in place a strategy to improve parking conditions.
All residents in the remaining blocks on the xxxx xxxx estate are being written to this week to confirm that new parking permits will soon be issued and old ones deleted. Any vehicle parked without a new permit will then be subject to enforcement action by PCM.
As for the driveways on xxxxxx Road, vehicles with permits will be able to park in these driveways but by the end of August the houses and their driveways at 10-15 xxxxxxxx will be hoarded off as they are in the Phase 2 demolition area and therefore will not be available for parking.

- what is the reason for the parking charges, has PCM been installed to deter breaches of rules or to issue fines?
- what happens to the money from the parking charges? Who keeps it and if it is split please explain in detail what it is used towards?
- who has the contract with PCM, is it the Council or the regeneration company and you would like to see a copy of it by return so you can see the scope of rights assigned to PCM and the intention behind the scheme. If the Council refuse to provide this, you will do a FOI request separately for it as it's needed for you to make an informed decision about your appeal.PRIVATE 'PCN'? I take it from your response that this is a positive development?
When I go back with the questions you've mentioned, should I explain about the signage being half way up the road (not at the entrance where the car was parked), complete lack of road markings, and also that the car has been parked in the very same spot on at least 5 previous occasions at 2-3hrs at a time without any problems at all because my wife works in the school opposite?
I'm guessing the hi-lighted section is irrelevant, but as it's to the local council and the Estate where this happened says the following which is why I thought I should include it...

So here's what I have put together so far. Is there anything I should add, amend, delete altogether...??
"Thank you for your email. Whilst I appreciate you have some parking "issues" affecting the Residents in ******* Road. The issue I want to bring to your attention relates to ****** Court, the very entrance to it to be more precise.
Last week, my wife received a Parking Charge Notice from PCM to the extortionate amount of £100. The vehicle was parked at the very entrance to xxxxxx Court (by xxxxx Road), where she has parked in the exact same spot on at least 5 previous occasions (she works ******* Primary School) without any problems on the understanding that the restrictions are beyond the signage (which is halfway up the Road on the entrance to a Housing Estate Car Park) and not before. Also there are no road markings on this Road at all to state specifically where the restrictions are or start.
It is only once you are beyond the signage and inside the Housing Estate Car Park where you can see clearly visible road markings and parking bays for local residents.
To my wife's knowledge, the car was parked on a public "Council" road that had nothing to do with driveways, residents parking or parking permits.
With the above in mind, I must ask that you clarify the following...
- What is the reason for the parking charges, has PCM been installed to deter breaches of rules or to issue fines?
- What happens to the money from the parking charges? Who keeps it and if it is split please explain in detail what it is used towards?
- Who has the contract with PCM, is it the Council or xxxxxxx (or someone else)? I would like to see a copy of this Contract by return so I can see the scope of rights assigned to PCM and the intention behind the scheme. If you, xxxxxxx, or the Landowner refuse to provide this, I will do a FOI request separately for it as it's needed by me to make an informed decision about my appeal to this outrageously over inflated "fine".
Just one final note. On the home page of xxxxxxxxxx.co.uk, there is the following statement...
"Our aim is to work closely with xxxxxx Council and residents to create a neighbourhood where people are proud to live and work"
This is all very well, but if you have insufficient parking spaces for people that do work in the area and a Private Parking Enforcement Company issuing such exorbitant "fines" so freely, then I'm afraid your "aim" will never be achieved!
