PCM - Are they an Approved Operator???

so you are saying a private parking company ticketed your car on land owned by the council ? (even though the signs say its private land ?)
looks like an unadopted road to me looking at the pictures
if this PPC have ticketed your car on a council road, then I am not sure the invoice is valid, unless the council have employed PCM as a contractor ?
as for not ignoring tickets, they mean follow the advice and not ignore it, but challenging it is a matter of timing according to the "rules" in the newbies thread
bear in mind this is MSE so nobody will advise you to pay it
if you are unsure about all of this, maybe consider paying £16 to parkingticketappeals to do it for you
ps:- you wont find template letters to landowners here0 -

My apologies Red, I'm assuming the road is owned by the local council, but like you say, it's looks unadopted so may be privately owned. I've tried to contact the Council to find out, but they've closed for the day! So I will try them tomorrow...0 -

please do not assume, it makes an a$$ of u and me
the signs say its private land, so a private landowner or managing agent has employed this PPC and the council and council enforcement have nothing to do with it
by all means check with the council, but I bet they have no authority here as it looks unadopted due to all the potholes etc
best to treat this as private land and a private parking company, then deal with it according to the NEWBIES thread or let parkingticketappeals do it for you0 -

I'll be honest Red, there is so many threads, posts and legal jargon to go through I don't know what to do for the best! lol.
I'm not sure whether to appeal now or wait for this NTK letter. I'm not sure whether I complain to the local council - I gather I should do as they should then get in touch with PCM to drop the extortionate "INVOICE!" (look, I got it right this time!) :T But to get the council to do this, how on earth do quote all the necessary angry legal jargon if there is nothing on here to use when complaining to a Landowner? I know mitigation obviously doesn't work!0 -
when dealing with landowners you just write a letter, although I do not believe you will get anywhere with the council because I do not believe they own the land in the first place
if its not council property, they wont have any interest as long as planning permission for signage etc was granted (if required)
if the council didnt employ PCM, they wont get it cancelled , its not a part of their remit , I think all this council baloney is a red herring and irrelevant
coupon-mad is probably the best "expert" on here so you would be foolish to ignore her advice, or her NEWBIES thread, or use parkingticketappeals instead (as she clearly stated , same as I did)
this is your invoice so you need to decide what to do about it , we can only advise you, and I have read this thread through and I believe the correct advice was given to you , its also the most up to date advice in the NEWBIES thread , plus the added bonus that coupon-mad laid it all out for you in black and white too , in this thread of yours , so bespoke advice
my point is to stop treating it as if it were the old council or police parking tickets (fines) or where "wardens" were employed
you have an invoice from a private parking company for parking a vehicle you own on private land (you are responsible as RK under POFA 2012) and an employee of similar of theirs has ticketed the vehicle with an invoice (for trespassing) , the NTK is where they send an invoice to the RK which I assume is you , this is when you either fight it yourself or pass it to those other people to do so (bear in mind no replies will tell you to pay it as this is a consumer forum where you fight injustice like this)0 -

Believe me, I really do appreciate all the advice I am being given and I am trying my best to take it all on board and understand it.
So basically all I need to do now is sit tight and wait for this NTK letter to arrive, and then send back "THE FIRST APPEAL TO THE PPC" (via email or letter? Or does it not matter?) to PCM stating that I'm refusing to pay and the reasons why?
Is it also still worth sending a letter to the Landowner once I find out who it is?
Edit: The RK is not me, if that makes any difference?0 -

the RK is still responsible under POFA 2012 if this was in england or wales , unless they name the driver and therefore absolve themselves of liability , or unless the driver responds to the windscreen ticket and thereby gets a pcn in their own name
the NTD you have now or the NTK when it arrives has appeal details on it, including how to appeal
you should ALWAYS complain to the landowner as its the best way to get a ticket cancelled and in theory they are the ones who would take you to court (or their agent)0 -

NTD? Notice to Driver?
Yes there are details of how to appeal on the "invoice" left on the car - earlier CM said to wait for the NTK before appealing, is that still the case, even though I am able to appeal now?
I will still send some sort of complaint to the Landowner once I find out who it is. Should I use mitigation when complaining to them? She works at the school opposite that road and there is insufficient parking spaces in the immediate area of the school! Or should I just demand justification for the extortionate INVOICE from the Parking Company they use to control parking in that area etc... ??0 -
I have re-read the thread again and it's all starting to sink in... albeit a bit slowly so please forgive me.
I now know to wait for the NTK, which when I receive, I will return to this thread. In the meantime I need to just find out the landowner and then send them some sort of letter to explain how "frustrated" I am to receive such an Invoice and to explain what PCM's role is within the Area to be able to justify a £100 charge to park a car etc...? Something along those lines?0
