Bazza - didn't participate in this one, but have lurked.
Now's the time for you to show your civic-mindedness and take everything to local journo's. They love this sort of thing - plenty of pics and councillor involvement and John Citizen Triumphs Against VBully Boy Scamsters etc.etc. It all fits with the Daily Mail steamroller nationally and gumment's blah+ pre-election sweetener.
BUT, it will make others aware and that's worthwhile.
In fact, why not take it here[not that I approve of the DM]:

Well done! :-)
I may well do this. My old man said to get in touch with the local papers and try to get others who have been "invoiced" to come forward to try and get PCM to reimburse them. Would they be entitled to get their money back? PCM have been in the area for about 3 years now.0 -

The only way people who were daft enough to pay, might get money back from a PPC would be to sue them or to complain vociferously to their client (landowner/retailer).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
