PCM - Are they an Approved Operator???

but I have also requested that council officers provide advice on the steps that you can take to personally challenge the "invoice" and whether it has any legal status
That should be amusing, not least because MPs have only heard of POPLA! I bet they talk about 'the landowner's right to protect their land' (which none of us disagree with!) and how clamping has been banned so everything's alright in PPC World...and they'll tell you about the existence of POPLA as they won't have a clue about the IAS...!PRIVATE 'PCN'? When putting in your "soft" appeal to the PPC, should you include any photographic evidence? Or should that be saved for when appealing to the IAS?0

There is no need to attach any evidence until POPLA stage IMHO. Make it as easy as possible for yourself in my view.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ok thanks. Will just put together the soft appeal for now and will put it on here when I'm done.0 -
Good news!!! See below email from the local Councillor...
Dear Mr *****,
The Trading Standards team have inspected the signage on **** road and agree that the location of PCM's sign could be confusing for motorists. Based on this, a request was made for the parking charge notice issued to your relative to be cancelled and for PCM to place additional signage at the entrance to ****** Court.
I am pleased to confirm that PCM have agreed to both requests and have now cancelled the parking charge notice that was issued. You therefore need to take no further action on this matter.
Back of the net!! :-)0 -
Thanks to everyone for there advice and support with this. Was very stressful, especially for the missus. But I knew with the poor signage in the area that their was a good chance PCM were breaching the IPC Code of Practice. Fortunately the local Council thought the same and managed to get the ticket cancelled before I had even appealed!!
I bombarded the Council and Councillors with emails and it seemed to have paid off!
Thanks again... :-)0 -
an excellent result and it seems common sense prevails, although I still dont think some of your local council staff know the difference between dogs , cats and gerbils as they treat all these parking charge invoices as fines or penalties and assume the person complaining is "in the wrong"
clearly not when you consider the poor signage, which was apparent all the way through and needed to have TS involved before the smoke cleared and it could be seen for what it was, a trap due to poor signage to catch the unwary
so well done with persevering with it, plus all the research you have done, its time these councillors and council staff etc earned their money , and as we have seen in rotherham, its clear they know little of what is going on in various topics, not just parking0 -

These 2 roads are definitely set up to catch motorists out, because as soon as you go into this estate and other roads in the area, you can't move for PCM signs! They're everywhere! So now they have to erect more and clearer signs in these roads, will only mean a loss of revenue to these cowboys! :T0 -
Well done for a proactive approach which worked!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Bazza - didn't participate in this one, but have lurked.
Now's the time for you to show your civic-mindedness and take everything to local journo's. They love this sort of thing - plenty of pics and councillor involvement and John Citizen Triumphs Against VBully Boy Scamsters etc.etc. It all fits with the Daily Mail steamroller nationally and gumment's blah+ pre-election sweetener.
BUT, it will make others aware and that's worthwhile.
In fact, why not take it here[not that I approve of the DM]:
