If the buyer rings eBay, they will probably refund the postage or supply a label. But as it stands the buyer seems more intent on getting a discount on something she found so SNAD she posted here.
I believe the only proof eBay will accept is a signed for delivery note. The seller could have a picture of the OP from the front page of the local rag holding the bag and a signed affidavit from the queen and eBay still wouldn't award in the seller's favour. Since when were eBay the law? eBay would be the least of their worries if the seller wanted to take this further.
Winning a case is nothing to do with being law abiding.
Committing fraud however is another matter entirely, I have already identified both buyer and seller, not difficult at all.
And for the record, no, a 'signed for delivery note' is not protection. Have a read of the sticky and refrain from encouraging others to break the law.0 -

Ensure that the item is “Eligible” for Seller Protection, as displayed in your ‘Transaction Details’. Your ‘Transaction Details’ are in your PayPal email receipt. Breaking the law is one thing. Proving delivery for an Ebay case is another.

If someone went to a police station and said someone had committed fraud I would hope no one would laugh at that, it's a serious matter. Sure, it seems silly over a bag but it's still fraud.
Either way, OP wants to be honest (as they should be) and go for SNAD. In the end they'll get a full refund and they'll know they didn't lie. So saying they should say something else or could have gone for INR is pointless.0 -

What gets shown online? A signature confirming delivery. You could call it a signed delivery note, could you not?
