    Hi,
I have not read all this thread, but as I am currently living next door to a neighbour from hell - you have my sympathy. There is a neighbours from hell web site which gives really good information and support.
The old, mad, old bag that lives next door to us, has reported us to the police on made up charges, lied to other neighbours about us and is generally a nasty peice of wor. She must be 80+ and shows no signs of slowing down.
To reiterate what other has said,
Document everything that happens between you and the neighbour.
    Take photographs
Try a politley worded letter explaining where the boundary lnes of the property are, how you require notice if workmen are coming (- you can legally refuse them access to your property.0 and how you do not want him in your garden esp when you are not there.
Try and get a decent fence put up
Contact the council - they will issue you with a diary and ask you to record all incidents of unsocial behaviour, including unsoliicted workmen in your garden, mouthing off at your mother or other guests etc, once they have enough evidence they will get a visit and a written warning.
Just remember he is 90, pray his son doesn't move in when he has shuffled off.

    Good luck

PS, how about some fake CCTV cameras ( cheap on Ebay) fixed to the side of the house. They look very real, wires, flashing red light, some even move when triggered.
My OH is electrician so made BIG show about putting these up one weekend:rotfl:
