It's not necessary to change the complete lock, just the barrel. Replacement barrels for the most common types of lock can be bought at hardware-stores/B&Q for less than a tenner. It takes about five minutes with a screwdriver to do this. There are tuition guides on YouTube showing how to do it as well.
This is not something that I'd be asking the HA to do, as the reason for it is nothing to do with the tenancy per se.0 -

I think you need to ask for that key to be returned. I totally understand that it is wisest to have a spare key with someone else but not sure how your LL would like you giving a key to anyone else?

Don't be too hard on your sister, she just may not be as strong as you, I don't think you should be best buddys at the moment, but there may come a time when you can see her as a sister.

Sooner or later, she will get fed up with wasted journeys.

They're unlikely to be laughing at you - she's more likely alternately bewailing 'her' loss, telling your sister that at least she's not like you and she'd never do a thing like that to her, and getting angry over the lack of control.
She sees you, everyone related to her and especially Wiglet, as her property. So she believes you've stolen something from her.
That is what makes her so dangerous.
Tell the HA that the entry key was taken without your consent by an abusive family member, who, whilst she cannot get into your actual flat since the barrel has been changed, is still using the key to get into the block to harass you/attempt to force/coerce entry with the intention of child abduction - you've got a police report number to back this up AND they've been back on more than one occasion.
If it's an electronic key, they may be able to switch it off by computer, if not, they may decide that this a reasonable situation to get the outer lock changed for free. I'd do as Jo Jo suggests rather than contact your mother or sister for the key. You can't tell whether they'd make a copy anyway.
Avoiding all contact with your mother or sister also supports any future legal action if you need to take any. You've made great progress and the solicitor's letter seems to have worked so do nothing to stir things up.
In years to come, when you & Wiglet are strong and established you can review contact.
Right now, you are set up for a happy Christmas, focus on that and getting Wiglet better, poor lamb. Maybe think about asking to be re-housed?~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
