If you read your link, it seems not all 'Bags for Life' can be exchanged:

It reads to me that the 10p bag can be exchanged, not the jute bag. The name is misleading, but the information seems pretty clear.

But if they call the jute one a bag for life (as clearly they do) & it's not, then surely the op would be entitled to a replacement as it failed to live up to description.

However op you must be going some to wear the jute bags out, I have some & I would have thought them fairly indestructible.

You weren't talking about Wales you said England and the current policy proposed in England is only supermarkets and large shops.
the proposed policy is being staged like the tobacco issue in that it will be first implemented in supermarkets/large retailers then it will be rolled out to all retailers. I have been looking at sourcing paper bags, but because if the new proposals these suppliers have upped their prices and currently paper bags without any business printing on them are 40% more expensive than plastic bags fully printed

No where in the article, or others I have read mention about it being rolled out to smaller stores later but as that article says the 5p will go to environmental charities and not the retailer I'm not sure how much the rest of it should be trusted. I know the government want that to be the end recipient but that does not mean it will happen.

It is being rolled out approx. 12 months after hitting the larger stores. This is what it stated in one of the many newsletters from the FSB ( federation of small businesses). Just like the tobacco thing, no idea what they do this in the supermarkets/larger stores and then roll out to small stores when they know its going to happen why not do it all in one go as it will be less confusing for the consumer.

Not bad that newsletter to say it was only announced today.

this has been on the cards for months now, most retailers in the FSB knew it was coming and how it was going to be set out. Originally it was suppose to hit England 6 months after it was introduced in Wales.

I don't want to be rude but this is rubbish. You seem to be saying that retailers were privy to government policy! If what you were saying was true this would have been leaked to the press instantly!

It has been talked about loads in the past, previously to follow Wales but has always been put off. This time though there has been no mention of it just been food shops like in the past, it just says supermarkets and large shops, over 250 staff. I think we will all have to wait and see what more details are released etc over next few weeks/months. Anything that has not been announced today is just speculation or rehashing previous attempts to introduce it. It might still not happen, not much that the Lib Dems have suggested has actually happened as planned.

This was actually mentioned in the last major budget that it was going to happen and further details would be released when they finally had it. So snippits are released at intervals with what will be proposed. It was not official government policy until it was officially released. This is not coming into force until next year and i can almost guarantee that before then more changes will be made. Businesses were made aware of the smoking ban 8 months before it was officially released through the FSB.
