From my experience I have never seen it advertised as such and can find no current web pages saying it is.

It reads to me that the 10p bag can be exchanged, not the jute bag. The name is misleading, but the information seems pretty clear.0 -

I think these are set by HQ but at store level it comes down to area/store management if they implement in stores, just like some stores stock certain brands that others dont.0 -
