I thought their feedback was 0? In which case, that is higher than -3. Perhaps they have a credit card on file.
I have mine set to -1 or lower, but even then someone with 0 would be able to bid.
If you're that worried politely tell the person that you do not wish to send to someone with 0 feedback and refund their payment, but be aware that they may leave you negative feedback.
Otherwise tell them cash on collection and refund the Paypal payment or tell them you will only post to the confirmed address on Paypal. If they don't want this refund the Payment.

Also what are my rights as a seller if the buyer swaps the phone and scams me? Can i open up a dispute if i have evidence that the buyer has swapped the phone?0

We will review the case, and if we find in your favour we will repay you any funds which have been reversed from your account and record the incident on the buyer’s record. If a pattern emerges, we will take action on the buyer for fraud. We also will track the number of times a seller cases this happens, to monitor for potential abuse"

Okay the buyer has replied but i'm not sure what to do now. Here is the buyers reply below.
Hi karen, thanks for the rapid reply, I am not back home for another month which is why i wanted to collect or have it posted to my work - i never realised it woulda been a prob, no1 is at home so it would just get returned to you after a week by royal mail - could you refund the payment please and ill pay by bank transfer if posting to my work isnt possible

Refund the payment, but refuse payment by bank tranfer. They can easily scam you that way too and you will have no protection from ebay/paypal as they didn't pay that way.0 -

I asked the buyer if she wanted to do cash on collection and she said she is more than happy to once i refund her, now i'm slightly worried about her giving me fake money now.0
