Well, the reply from Lancaster Council finally arrived yesterday- it's a bit brief, but does at least confirm 2 things:
1. The council don't keep a track on planning applications to ensure they have fulfilled all conditions before occupation.
2. It's business as usual for Aldi by ignoring planning departments and doing what they want.
What do fellow Aldi fans think?

Small update- I haven't even had a reply from the councillor that I sent my complaint letter to on 6th Jan, which seems a bit poor.
Should I write to a different councillor to complain about the planning issues and the unresponsive councillor?0 -
Whenever I've had trouble getting councillors to reply to me, I cc in their party HQ, and bingo, they respond almost immediately.Je Suis Cecil.0

If City Councillors are treated the same as Borough Councillors, then the majority will be expected to work 20 hours per week on Council business (for 10 hours of which, an allowance is paid). Most Councillors have full-time day jobs so can take a while to respond.
The golden rule is that you should allow them 28 days from posting the letter.Never Knowingly Understood.
