We are trying to help but you are fundementally misunderstanding how it works.
On the 22nd if you have not provided proof that item has been received *or* made a refund the case will be closed against you. At that point the buyer gets their refund and you get another mark on your selling account for a non resolved case that has bene closed against you.
The time to provide tracking is now, but of course your tracking is useless until it shows coat has been delivered.
I know i am not the best at explaining things, but I really can't explain it in any simpler terms than that. On the 22nd when the buyer gets their refund that is it- your case is finished, gone , over, your tracking is useless .

well now the guy has said this:
"if paypal decide and they find for me i will leave neg feedback if they find for you i leave good feedback. i know royal mail dont class it lost to 15 working days. also if you do have to put a claim in with royal mail they will write to me i then have 90 days to answer them".
Is it true they will have to write to him to verify any claim?
I am begining to see I am going to be £45 out of pocket over all of this.....looks like my claim will be useless.

Yep, I once had an item not appear, coincidentally it was also a coat. Seller refunded with no hassle and a month later I received the claim forms from RM which I filled in and happily returned because I'd been treated so well by the seller.
Now in your case you have managed to completely alienate your buyer. Will he fill in the claim forms? Who knows....0 -

If you had read the thread then you would have seen the warning that occasionally RM will contact a buyer to confirm item has not arrived. This does not happen in all cases and is quite random. I think it is reasonable for me to wait until near the 15 working days as if it is delivered then I definitely wont be able to make a claim.Debtfree!0

Always worth bearing in mind the phrase about catching more flies with honey when dealing with buyers isn't it?

Well I'm not going to refund him. I will wait until as close to the date as I can to see if the parcel turns up and then I'll just have to hope he isn't called upon to validate the claim.
Out of interest is there anything that can happen if he later is proven to recieve the coat?Debtfree!0 -
Just some advice as i was in a similar situation.
When i typed in number for the recorded delivery it said 'in progress'.
I gave refund to buyer and claimed from RM for £9.
I got back all the amount less £2 as RM said 'we dont want people to be in profit or loss when mail goes missing'.
Also when I phoned to query they also said 'we only refund WHAT YOU PAY not WHAT YOU CHARGE', so any one who charges too much for P and P will be out of pocket immediately. Luckily for me I only charged 20p extra (for packaging) so only lost that amount.0
