I have looked online a bit more as I saw that PTL are now listed as AOS members - were they not on the list before?
They also display the BPA AOS logo on their website:

Needs another email back to the DVLA with that last link as they are claiming to have DVLA access when the DVLA have clearly said they currently DON'T.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks to 'Coupon-mad' for spotting that PTL claim DVLA database access!:) I have now written back to the DVLA to point this out.
Indeed, there are dozens of such claims throughout their website. They not only boast of DVLA access, they are happy to franchise it out:

The following page not only claims such access, it also talks of issuing Penalty Charge Notices:

While I wait for the DVLA to reply, my next step will be to chase my housing association to drop PTL, then I think I'll write to my local MP.

I have written to the dvla about this company a couple of times, the latest one today by the way
Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -

That bit is expressly forbidden. I think the offer actually breaks trading laws and could be actionable by the DVLA or OFT/Trading Standards.
An AOS member cannot get DVLA data for a non AOS member. The DVLA should have a field day with this one - if this bunch are getting the data from somewhere then where? Keep on at the DVLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
