    I have enough trouble with English, regret never learned another language.

    I speak welsh as well ;)
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    I lived in Georgia from birth to late 1990, then Russia from 1999 to 2003, so I speak fluent Russian, too.

    I appreciate all the help and advice. I thought I'd tell you what I've learned and done since, and then seek your advice further.

    I have complained to my Housing Association, and given them much of the detail that follows. They are not the real issue here, though I hope we will soon see them ditching the services of 'Parking Ticketing Limited' (PTL).

    Many suggested that the best way to teach PTL a lesson would be through formal appeals by all the tenants, as this has a financial impact. Is it enough, though? What kind of crappy company puts up signs one day, then the next puts tickets on every single car on the estate (and, I believe, another estate across the road), before 6 AM in the morning?

    Well, I noticed that in a letter to tenants after the event, the HA referred not to PTL, but to 'Parking Control Services' (PCS). The former, as some here have pointed out, appears to be a fairly new company. Well, not that new - it seems to be PCS rebranded, and that's a company with form.

    A little Googling turned up this article (as a new user I still can't post with proper URLs, so please copy and paste, adding the world wide web bit to the front):

    And a little more Googling turned up this (the exclamation marks are part of the URL):

    No one here reading this is going to be surprised at this turn of developments!

    Despite what appear to be denials, it seems through examination of Google's cache that they just went through the website replacing the old company name with the new one. But they didn't catch them all, as of this moment in the section near the end titled 'PCN Printing' they have missed the use of their previous name.

    I contacted the British Parking Association to tell them that a company they had kicked out had recently been readmitted using a different name. I followed this up with an email to them with all the links, noting that having the PTL as a member "seriously undermines the credibility of the BPA". It doesn't say much for their approval procedures. As an approved BPA member PTL presumably has access to DVLA records - worrying!

    So, here's where I need further advice. I don't think it's enough to leave the BPA to sort this out. Who else should be informed? Who else regulates this? There's no reason why the BPA should take me seriously, so who would they have to listen to?

    That's the problem in a nutshell ..no one regulates this at all.
    It's a scam industry and the BPA is just a members club, their only interest is in promoting the interests of their members i.e. private Parking Companies ..they are SO not a regulator.
    If as you say the previous company was kicked out of BPA and therefore lost DVLA access and you have evidence that this is the same outfit rebranded then you should be complaing about the release of your data to :-

    The ICO - you'll have to look that one up yourself .

    and probably your local press and MP if they are any good.

    Yep go with the advice above, send mike butler this, he has got 6 companies banned from the dvla database up to now

    Thanks for the advice. I have now written to Mike Butler. I've also kept a sceenshot of the web page. I'll keep you all informed of developments.

    The DVLA have responded saying that PTL "don't currently get DVLA data", so there is nothing further they can do.
