Mass estate ticketing - should we all appeal?

                    Our housing association (HA) seems to have brought in Parking Ticketing Limited (PTL) to control estate parking.
On their first day they gave every car a ticket, even though we all displayed the permits given to us by the housing association a long time ago. Reason on ticket: "Invalid Permit". 'Charge': £100 (£60 if paid within 14 days).
Many of us contacted the HA to complain, and were given the impression they would sort it out.
However, what the HA has now done is delivered a letter to every tenant advising them to appeal on the PTL website, or by letter for those with no web access. To make us feel better, the letter also apologises on behalf of the PTL and HA for "any inconvenience caused".
This seems ridiculous! Either HA or PTL made the mistake, not the tenants - this is just making a hassle for everyone.
What are our rights here? Can we throw this back to the HA telling them it's their problem? Any advice much appreciated.

            just ignore them!For everthing else there's mastercard.

 And tell all the other residents to do likewise, and all to complain en-masse to the HA. Their tickets will ALWAYS be unenforceable, whether you forget to show the permit, park on the white line, or whatever.             If it was after 1 st Oct then appeal to the ppc, then when they reject it, appeal to POPLA. This will cost them £27.oo each appeaal, multiply by the amount of tenants and it will cost them a tidy penny.

            They are not AOS members so you wont hear (or should not) from them as they wont have DVLA access! So simply ignore them.0

            Dear Housing Association
 If you think I'm going to 'appeal' to a cowboy company who will simply send back a templated 'appeal rejected' letter you're very much mistaken.
 I'm not sure who on earth employed this lot, but somebody at your company needs to Google 'due diligence'.
 Needless to say, the invoice will not be paid and I'm sure many of the residents would love to have a day in court over this. We won't be holding our breaths however.0

 Just looked on the bpa website. http://www.britishparking.co.uk/AOS-Members and unless this is out of date, they are members, hence the advice.They are not AOS members so you wont hear (or should not) from them as they wont have DVLA access! So simply ignore them.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
