It is not just the speed he drives it is the way he drives, weaving in and out of the traffic and pulling up sharply.
He does not always drive fast - he once got stopped by the police because he was driving slowly in the rain - they thought a teenage boy driving slowly was suspicious!!0 -

I do not read it saying it is your own fault, I read it as warning to women that this could happen to you especially if you are a bit worse for wear and not have your faculties about you.
Even if they wouldn't, it puts the blame on them (the perpetrator rather than the victim), and sense of shame. Like someone else said earlier in the thread RAPISTS are responsible for RAPE.0 -

Exactly! That's why there are posters around saying "Watch out! There's a thief about" advising people to look after their belongings.
Posters saying "Don't be a thief! It's bad!" would be a waste of trees.
There's no degree of victim blaming associated with theft like there is with rape and sexual assault. It's damaging and sadly affects conviction rates. But I can see arguing about this is not really constructive.0 -

I think what you're talking about is not victim blaming.
The taxi example you gave. Another example I can think of is warning people about boiler room scams. Its not to say its their fault if it does happen to them, its to make them aware this is a specific type of crime with a specific MO.
Victim blaming would be, for example, a jury thinking, well she went home with him so she must have been up for it, or someone saying 'she was asking for it' or 'stupid girl, what was she doing out at that time anyway'. I once knew of someone who was raped at 2am between her taxi and her front door. Some people would have said it was her own fault - thats victim blaming.0
