The corrosion or rusty appearance is weird. Feels rough to touch
I think that the pitting may be the result of a form of galvanic corrosion or interaction between the copper and other agents eg brick dust/air bourne particles /other chemical agents and rainwater as an electrolyte. The catalyst in my view was the shoddy initial installation.Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0 -
Well the "rust" is getting worse. Its now forming on the green parts 0 flux residue. Its getting more pronounced on the pipe too,
Hope Gas Safe tell him he must redo this. Do you think they will tell him to repipe this whole section? If they don't then I am worried will have to pay someone else to do it? Ideally want this in the kitchen0 -

Anyone else? Is is likely Gas Safe can make him move the pipe indoors? Where it comes out from under stairs cupboard to outside is quite low down and safety wise I am worried it may get hit on the exterior wall0

Hi.
As we can't see the options from this side of the screen it's impossible to say.
It might be that the installer was too lazy to run the pipe internally, it was an easier job to go external.
I know it must be frustrating but I would suggest you wait until Gas Safe are there, then ask them the question/s.

Thank you.
Update tomorrow0 -
Gas Safe are here. He is just finishing.
He doesnt know what the brown speckles are on the pipe outside. Said needs wire wool to get it off (by RGI)
Flux residue outside on pipe doesnt need to be repiped, but cleaned with wire wool by RGI
Pipe from understairs to outside not sleeved properly - to be done by RGI0
