I've just tried to open an ISA, I already have a current account. The only option to add money was new money. I couldn't see how to transfer in during the application?

It turned out the letter was in my mailbox but under 'archive'! Second day now, and a Saturday, and my ISA has now appeared and transfer request now submitted.

Just get it opened. The option to transfer in an existing ISA is obvious after that (at least in the app it is).

At a step in their process, NatWest present a list of the paper based institutions. Next page lists the electronic ones - including Shawbrook

Fair enough, but the ISA is currently being made available online the day after applications are being made (at least to current RBS/NatWest customers it is).

Some people may have used their allowance in a flexible ISA so it is available to be withdrawn and used elsewhere.
