Its standard procedure to send the FO booklet, in fact if you were to go through the FO it would cost them money. Send them off the letter before action and allow them 14 days to reply.0

edited to change post, the bank have 40 days to provide the information/statements that you have requested. If they haven't done that within the 40 days you can then complain.
Letter here by Rex and the link to the ICO.

Hi,
I have successfully reclaimed charges on both my RBS personal accounts (£605.29 & £142). However I was wondering if anyone has successfully claimed back charges from RBS on their business account? Ours are at about £17,000 for the past six years. Although some are genuine same day payment charges etc, alot are unfair. I am concerned about claiming because of the fear of them pulling the overdraft. Any advice would be much appreciated.0 -
Hi all,
I phoned the bank today asking about my£10 cheque and when/why it is coming out of my account for my statements.
They say there is a back log with letters and phonecalls and I could be waiting awhile, I have been waiting since February now.
I shall be sending my second letter tomorrow.0 -

I sent my letter requesting my charges/statements on the 26th of Feb and received them less than two weeks later.
I sent my first letter reclaiming my bank charges last monday, am now waiting for a response.0 -
I am reclaiming my bank charges from the Halifax and sent the template letter and recieved a reply stating that the Financial Services Authority gives them eight weeks to respond to complaints. Is this right? and what should i do next.

Well, I have just been to the local County Court to lodge my claim for £3468.88 + £1268.08 interest and £120 court costs. RBS received my claim on 15th Feb and I've not heard anything since. Sent off the next letter and still nothing. Phoned them only to be told that they have 8 weeks according to the FSA. So though I might as well go to court. Lets hope itr all goes well now.0
