I've read all of the replies here and I agree that the staff were being lazy on the butcher section. Did you see whether the fish monger was cutting the salmon up into fillets for display or for a customer? If it was for a customer then he was right to try and get someone else to serve you, he couldn't drop one customer to serve another.
As for the unscaled fish etc, I have seen customers buying these unprepared from supermarket fish mongers before so perhaps he was used to being asked to prepare the fish and the people who didn't want the fish preparing just asked for the whole fish. Although as it is stated on Tescos website that the fish is gutted, the fish should of course be gutted as standard practice in Tesco.
Yes he could have asked but maybe he was flustered because he was busy you said yourself a queue was building up and simply forgot to ask if you wanted it prepared. Mistakes do happen.
We also don't know what tone of voice he used or if he had an attitude so we can't determine if he was rude or not. The situation itself doesn't sound rude, he tried to get someone to serve you as he was busy but THEY REFUSED. They were the rude ones as far as I can determine.

Fish are normally gutted as soon as possible after being caught ?

To be honest, the guy probably had his own shop in town, made a living and fed his kids, then came Tesco's put him out of business and now he gets a crap wage that he can not live off and talked to like a dog and has decided to do the amount of work they pay him for.

They were all rude, and I'm sure if actually seen by anyone with an ounce of understanding for customer service would have been told to serve the customer. The way I see it it's not an individual set of shops it's just tesco so someone, anyone should have been maning the counter whilst the other did whatever he was doing.

As has been said, fish are always gutted when caught, so the person who served you may have not checked because of the fact they always come pre-gutted
