I've got my info on the Plus/Acess accounts today, they say they'll write again nearer the time to get permission to add the benefits or take the charge or something lol0

its just a thought, but maybe with all the recent interest with citi they can maybe afford to be more choosey with who they accept and this is maybe why some people get in and some dont.
