You can treat it however you please. What matters is how it is defined in law. The law regards it as a discount for single occupancy, not for being single in terms of relationship status.

re. CT we have declared that we live as LL & Lodger and have been granted the discount. So I'm not sure where people are getting the idea from we ae not entitled to it ?

What grounds are you entitled to it on? You can't get second adult rebate if he pays you rent.
