  • There is no such thing as single person's discount. It's a single occupancy discount - which you may not have been eligible for whilst having a lodger as you are not the only person occupying the home. The exemptions are:

    • children under 18
    • people on apprentice schemes
    • 18 and 19-year-olds who are in full-time education
    • full-time college and university students
    • young people under 25 who receive funding from the Skills Funding Agency or Young People’s Learning Agency
    • student nurses
    • foreign language assistants registered with the British Council
    • people who have a severe mental disability
    • live-in carers who look after someone who isn't their partner, spouse or child (up to 18 years)
    • diplomats
    Whether or not you were in a relationship for the period concerned, you will have to pay the discount back if he does not fulfill one of the exemptions.

    As an aside, some of the comments here have really made my night!

    There is no such thing as single person's discount.
    My council calls it a single persons discount and that's how I'll treat it. http://www.eaststaffsbc.gov.uk/docs/Council%20Forms/Cancellation%20of%20Single%20Person%20Discount.pdf

    And anyway the lodger is on benefits and the OP could have applied for a rebate anyway. The council is getting no more or less money.

    rebate or discount,its the same thing.I pay the same CT as I did before he moved in. We have declared he is living me and I have been given a rebate/discount as he is on IS

    Re council tax she was probably getting "second adult rebate".

    EDIT: it seems you can't get that if the second adults pays you rent...

    The OP should lose the single person discount from when the lodger moved in to the property, not from when they started a relationship.
