Recently I heard they may relax building permissions, that really would drop house prices. At the moment I think house prices are unlikely to rise much with the cost of living rising faster then wages0

Seems like the annual trend isn't far off. Only 1.1% off between 2010 and 2011.
PS. I assume that the 2010 dates should in fact be 2011.0 -

Taking a single months results (seperated by twelve months) which is reflective of each of it's predecessing months and concluding that as an annual trend.
Your refering to your crazy YOY extrapolation from one months figures of -8.1% and -7.0%, yet the actual YOY figure is only -0.4%
I presume you'll be calling for +1.2% YoY next month then
