an employee who pinches the odd few minutes isnt something that should be judged harshly. an employee who regularly finishes a few hours early because the boss is out should be judged harshly.
an unemployed person who has one holiday shouldnt be judged harshly but an unemployed person who regularly takes holidays should be judged harshly.

I get what your saying, but, theres no shades of grey here, its black or white.
Its like comparing stealing £5 to stealing £500. The first is alright, because its not much, steal the second, and you will spend an eternity in hell!
Or speeding. If you do 41 in a 40, you are breaking the law. You MAY get away with it, but you are still breaking the law.
Personally, I wouldnt judge anyone, employed or not, on how many holidays they have, but for the purpose of JSA, its black or white, you either have them, or you dont.My drinking club has a rugby problem0 -

What about, if you worked for a company whose only employees were yourself and the owner. The owner goes away, say on a world cruise. You decide to take a week off, but dont tell him, because, he never checks, and he'll never know. Besides, you could always check the odd work email whilst sat on the beach in Spain.
Is this fine, because, he'll never find out? Of course not! Its wrong because your being paid to do a job, which whilst on holiday your not doing.
Replace the owner of the company for the DWP, and the principles are the same.
if only 1% of people on JSA share your view, and decide not to inform the DWP when they go on holiday (based on JSA of £50 p/w - one holiday per year) there would be over £700,000 paid in JSA to people, who according to the DWP, would not be entitled to. Obviously.
By you (hypothetically) going on holiday, you would be having a direct impact on your bosses income/profit. By someone on JSA going on holiday, you would be having a direct effect on the DWP expenditure. If the DWP has less to pay out, the benefits are obvious.My drinking club has a rugby problem0 -
