help...water bill is £4000 a year.

no it was not constant as it would sometimes work fine and other times would run for hrs before it stopped0 -

In most houses you would hear the water running, we had that probem with the toilet in the last house and you would hear the water going through the pipes, and the same in this house too.
The OP has lost such a HUGE amount of water in one time period it has to be something significant that is being done - be that the pumping station or a tanker being filled (maybe a farm nearby filling a huge tank for silage or fire endines if they are filling their engines after going to a fire). Could be anything, we are just poking for possibilities.0 -
True, as it is only this one time they have mentioned but the problem has been going on for 4 years so without a full statement of account there is no way of knowing when it might have happened before and they haven't give any any suggestion of what they have done for the last 4 years to try and work out what the issue might be.
I wonder if they have checked the deeds and history of the property as well.
I doubt it is a pumping station though as the inspector should have had that info even if the call centre staff don't/ GISST does show where all the water company owned pipe work runs ( it has to for repairs ect and a working pumping station would show up and would need to be checked yearly )
Thing is , it is quite possible to be told half a dozen things over the phone as you are normally not even speaking to the right people and that can include managers.
I use to get a high up manager in litigation call me about metering issues and leakage rules etc so it is not a case of them always being managers because they know their stuff.
In truth nothing anyone say's here will make any difference to the OP's situation as there is just not enough to go on and we just don't know the location of anything.

i have just recieved my 6mth water bill: water charge £1.46 waste water charge £1.12 total usage over 6mts 1 cubic meter + standing charge of £16 for water £8 for waste water £33 for surface water/highway total bill £59.580

i dought its a leaking toilet as when we bought the place the two batrooms were both a bit of a nightmare. so about 2 years ago all the bathrooms were replaced. that would mean, as this has gone of for 4 years the old and new toilets would both be defective.
I dont know where the flow meter was fitted as it was done when I was out...
the flow meter however montored the same usage as the meter..this then proves that the meter is ok and the flow meter backed this up.
Gothicfairy is right.. there is enough to go on.. that seems to be the problem. The water company merely state that the water has gone through the meteer and must be paid for.. when you enquire as to all these options they just say 'thats not our problem its your land' and point blank refuse to investigate any furthur.Now Im silly enough to think it is their problem as they fitted the meter and if they cannot be sure there isnt a shared supply then they should have fitted it interanally of not at all.

2. know that if they just say investigation over ..if I have a right to insist on going onto an assesssed charge due to the high water usage and the inability of the water company to account for it.0 -
Your annual bill of £4000 means you are being charged for an average of 6000 litres per day. That's 40 times as much as we use!
Why don't you install your own meter (they are quite inexpensive) inside your house which you can read as often as you like. This will prove whether there are any leaks or you are leaving a tap on. (I know you aren't.) If your meter readings are different from the meter in the street then there must be a branch going somewhere else.
