I haven't read all the posts as there are too many but please persevere.

I had a similar problem with Southern water and a similar attitude in that ' its up to me to prove I haven't used this water.

I had mains water connected to a piece of land and the bills came through extraordinarily high for 8 stables.

Anyway eventually an engineer came out and agreed the costs were high but couldn't find any leaks / problems and told me to use less water = less bill ?
    Charming.

Well to cut a long story short I had some land cleared and lo and behold the SW contractors who fitted the mains water for some unknown reason installed an outlet in a ditch and had incorrectly fitted the cap so it was leaking into a hidden ditch for 3 years and only when we cleared the land did we see how wet it was.

They never refunded us though, reworked everything so complicatedly we were bamboozled with science and had a small credit.

  • Sometimes a county court case is the only way to fix it and myself have not read all of the post but have won small case with essex and suffolk water the guy they sent for my case I dont think was even leagally quailified lol.But I do think you need meters installed in other parts of the property.I dont think a county court will look well upon Essex and suffolk water not doing enough to find out such a bill.
  • OFWAT do get involved in local problems..That is what they are there for, it might just be that in your case they can't see a cause ?

OK, to find out, why not just write to OFWAT and ask them to help.

I can only quote verbatim from the letter that OFWAT sent me.

"OFWAT is the economic regulator for the water and sewerage companies in England and Wales" . . ."Complaints about the provision of the Companies day to day services are dealt with by the Consumer Council for Water" . . ."I have therefore forwarded your correspondence to the Consumer Council for Water . . . "

I have dealt with more then my fair share of OFWAT driven complaints so can say from personal experience that they do get involved in local disputes but there has to be a clear dispute that has gone through all the right channels first and to be honest that is how I read the above.
They will get involved but only once a clear case has been shown.
Maybe they just didn't think you had a case.
