For much of the 19th century the age of consent was 12 and was only raised to 13 in 1875. The current age of 16 wasn't introduced until 1875, more than half way through the Victorian era.

Yes, I had quoted Errata earlier but wanted to make it clear that last bit was about other posters earlier on.
