Same way anybody who modifies their car to put the plate in the corner gets away with it. There is no law against it, just a convention of putting them in the centre.
Alfas aren't the only car that does this BTW. The Mitsubishi Evo and Daihatsu Copen also put the plate off centre.
Most car modifers who relocate the plates tend to put them on the drivers side. I suspect this may be to make it harder to read on a camera van film.0 -
