Unfortunately they are duping enough people into believing their little bits of paper carry some authority.
Lots of people receive these and simply pay up!
The PPC's have been [STRIKE]clever[/STRIKE] devious as people know if you park illegally you receive a ticket from the council or police! They realise by ticketing and making the tickets look like real ones, people will pay up.
Imagine if a supermarket had a till on the exit and as you left the cashier said you have been in here 10 mins too long, you owe us £40 How many would pay? Yet the PPC does exactly the same and people do!!
For some reason the supermarkets and retailers just don't seem to get it! I also wonder how many of these places know of the harassment that follows these invoices?
I can safely say the landowner probably doesn't, but then the landowner may is most cases really believe these arbitrary penalties are legal. With that they most probably don't expect a motorist to have the guts to ignore the demand, because to discard one notice to owner is most probably enough to take the offender to court (in their minds). Let's face it, once it is managed by the so-called "enfocrcement company", it's out of the landowner's hands as the PPC is now at the steering wheel.0 -
1.first notice on 29/3/11 so ignored
2.second notice on 3/5/11 so ignored
3.letter from Roxburgh debt collectors on 18/8/11 - payment now gone to £210
4.letter from Graham White solicitors on 31/8/11 - notice of intended court action - payment of £210 and if in court asking for £207 for various costs, also says that credit rating will be hit and stop me getting credit for 6 years. Next part says that if i did not pay a judgement they (solicitors) would alert the court to all known facts about me including ownership of all motor vehicles. they say i did not make use of facilities. I will go and see a solicitor on Monday just in case it goes to court. Will keep you posted.0 -
IF it goes to court (if they are so sure it will, they would have done it by now).
And IF they win (see above comment)
And IF you don't pay within 28 days, you will get a CCJ and that may affect your ability to get credit.
Waste your money on a solicitor if you want, but you'd be better ignoring it and letting them waste their money on postage.0 -
Hi steve, I'm in the same position as yourself, I received the letter from Graham White solicitors today for my 'offence'. I did read on one forum that Graham White solicitors were being investigated because of the sheer amount of complaints they have had lodged against them.0

Ignore the idiots, what a ridiculous statement to make, "all known facts about you" what would that be then?
You would think with the trouble Roxburghe are in they would be avoiding still sending out this garbage, or they are taking their last shot before the final whistle!0 -
I parked for about 5 mins outside one of the establishments in the bay. Same story... noticed a fella with a camera , stood by my car looking at him as he looked directly at me , gave him a chance to approach me , he didn't ... so I wandered off but was back by my car within 10 mins.
Some time later I get a letter in the post , fine etc. I checked out this forum and acted on all the advice... just ignore.
However , the letters are getting slightly more worrying ( exactly the same chain of letters as others on here , same amounts. Latest one yesterday is the Graham White one. I don't blame people for questioning advice received over the internet. I myself have decided to trust it but I am looking further into it as well.
If these charges are totally unenforeceable , and it very much SEEMS they are , then this is all rather ridiculous harassment and the whole rotten house of cards should come tumbling down rather soon. If not , why not ?
However , as I said , other posters shouldn't blame people for being slightly alarmed.0 -

The people who ignore them are part of the PPC's 'business plan'. It's no different to the Nigerian lottery email scam. If you send enough emails, someone is going to pay up. The PPC's know that approx 30% of people won't pay, but it's the other 70% that are intimidated enough that keep them in business. Once that percentage swings enough the other way, then they go under and take up some other criminal activity. This, and other forums, are here to provide people with accurate information to help that swing happen sooner rather than later.
I don't blame people for being alarmed either, the PPC's are good at intimidating people, that's what they do. However, once you have the correct information, know what by law they can and cannot do, then you see through the lies and misinformation. Virtually every new poster on here believes that their story is different for whatever reason, it's not, the same laws apply for everyone.
PPC=ignore unless you get actual court papers.
Council/Police or railway bylaws = appeal.

The latest twist on the scam appears to be ramping up the bill in to £300-400 + territory direct from the PPC.
Then they offer the olive branch of paying the original charge on a time limited offer, the victim mops their brown thinking thank god and pays the first fine counting themselves lucky that the other several hundreds of pounds charges have been waived.
However all the PPC has done is push print 5 times on template letters to get them to cough up.
Like all scammers they dont give up easy, those you pay quickly, quickly come back for MORE money
Those who dont pay, new tactic.. Let you off and get the first amount
And those who Ignore, send threatening letters.
In fact we need a name for these scams.

At least we know there will be no chance of these taking this to court as even the most ppc inclined judge would have to agree this is a penalty. Now we only have to get the general public to understand this.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
