Would you be able to fit a carpet? Maybe one up a staircase and around the corners top and bottom, plus don't forget the bit at the bottom which sometimes have to be hand stitched?
If I'm paying for carpet, I'm not going to try and fit it myself and make a complete balls up of it am I?
If that's your point, then heck, why not have NO floor covering and just live with the floorboards or concrete floors? That'll save a few quid.
I have fitted a carpet, yep. It really isn't that difficult. You have to remember that the OP is moaning that they have no money, and therefore they should be looking to minimise their costs. Paying to have a carpet fitted in a house that is never going to be your is ridiculous.Gone ... or have I?0 -

So should people only have fitted carpets after they have paid off their mortgages, because it's not really theirs until they've paid off their mortgage.
I paid for fitted carpets here. I've wallpapered. We're looking at getting fitted wardrobes & french doors (sometime in the future), and we're spending £500 in a couple of months getting the back garden sorted and turfed and the front garden fenced.
It's not 'my' house, it's a HA house but it's our home for as long as we want it to be, so why shouldn't we?
They're not moaning they don't have enough money, they are angry and upset (and rightly so) that they are having to pay out all this extra money through no fault of their own.
And if the OP can afford to save for wallpaper and carpets, then that's her business and nothing to do with anyone else.

Sorry but I really have to disagree with your post,a couple of years ago my next door neighbour in a council house drove out my other next door neighbour in his bought property, with threats of firebombing his home with him his wife and three children in the house.
The council tenant grows vast amounts of SMELLY ILLEGAL SUBSTANCES(SKUNK) in his garden,which in the summer stinks the whole neighborhood,and everyone complains about the smell ,whilst he smokes it in the garden ,and he thinks no one can smell it,the thing is the local police are based about 300/400 feet away,but when he got raided by the pathetic police attempt to take away the smelly crap,he blamed my next door neighbour for telling the police and finally drove them out,completely out of the area:(
The smelly stinky neighbour got arrested,the police took away the smelly stinky plants he said for medical use only,it took two policemen to carry out each at least 6+ giant plantpots containing 5 foot plus high smelly plants,the whole street stunk as the police van drove away wafting the horrible stink across the estate within less than half an hour smelly neighbour was back home,I think he got very small fine,and today he is still stinking out the whole street.

Me too, it's not hard. Also, floor boards can be sanded and concrete painted with rugs on top (for a while, at least).0 -

This is incorrect actually. If the council were more appropriately dealing with anti-social neighbours then we wouldn't be in such a tight spot now. I do plan on buying my council house so it will be mine forever0 -

The point is, they were replacing those that weren't looked after.
If you don't look after what you have, you shouldn't get handed brand new replacements, while the people who DO look after them, don't get updated.
How do you know he new kitchens are cheap, don't last and will fall apart quick unless you know the council I'm talking about?
I know a fair few people under various councils who have had new kitchens and bathrooms .
