    Free car parks are provided with time limits to enable larger numbers of people to pass through and are normally for customers of a set location. The site owner loses revenue if the spaces are all full due to people abusing the timelines given. This would constitute a loss of earnings.

    The site owner may not lose any revenue if the car park is leased to a number of venues, for example in a retail park. How many cars are parked may not necessarily have any effect on his (or her) revenue.

    The problem being who sets the time I hate shopping so I go for what I want grab it pay and go. My wife can take hours over a pair of shoes alone.

    But as an alternate the sites on that land may then complain to the landlord regarding loss of income. This may lead to witholding rent (extreme but possible) so in theory the rent on large commerical properties can go into the thousands. I best get my tickets changed.

    Also some sites operate where the leaseholders pay towards th ecommunal area and as suc they have an invested interest in the car park and can claim direct loss.

    Who decides the loss? God only knows but regardless of what is decided one side will always be unhappy.

    Very true.

    There is a large retail complex not too far from me where it is possible to go shopping have lunch see a movie, have an evening meal and then go bowling so easy to spend a long time there, certainly well in excess of 6 hours. Fortunately there is no time limit advised in their free car park.

    The time limits SHOULD be set by experts who have review the stats on site. In reality they are actually set by managers of the site or the stores much to the G.P's disbelief. Dont forget most PPC'S give an amount to the landowner/leaseholder.
