Decentish ideas, however dont forget the RK isnt always the driver !
I drive a company vehicle so RK is not me.

Dont take this as a personal attack but please check your spelling as its making you look daft. We are not all perfect - me included just give it a once over before posting ;)

The Spelling is fine but the fingers cant keep up with my brain.

The £50 fine is high but remember we need a deterrant.
Yes the RK is not always the driver but that is why we send a POLITE letter to the RK informing them they can then pass the message down the line to whomever the driver is.

If the notice slowly creeps into being a warning then this would break down the whole system and 2 years down the line we could be in the same position as now.

People will pay tickets on the term that they know they have done wrong.

But how many would if they thought they could not? Hence the reason most PPC's use the imitation council ticket format!
  • Wouldn't the driver have to sign a 'contract' for one to be formed?

An action can be seen as acceptance of contract.

Car insurance can be deemed as agreed by voice other the phone ro payment on the internet. these are actions to confirm acceptance.

If they knew they would be difficult if not impossible to enforce.

Again some people with morals (and providing the charge was reasonable) might still pay.

This whole issue is caused by people flouting the situation.
What would YOU (abiguous not defined) do if someone parked on your front drive way without your permission?

What my neighbour did, hooked it to his tractor and towed it to a lane nearby.
