has the person who emailed you made a mistake with the names and who is a student yes/ no
YES he obviously has but having said that if your email with him was as informative as your posts on here then no wonder he has got muddled who was a student and who isnt ..
simple answer to question is the student is exempt completly and the one on income support is not exempt but may be entitled to get ctb

I am writing in response to your correspondence of 25th August regarding Student Exemption.
As there are two tenants in the property and you are the only student you have been disregarded for Council Tax purposes.
Mr Webster has been awarded 25% discount and is liable for the Council Tax charge of £496.32
I think this reads as they are disregarding the student from council tax altogether.
You as Mr Webster have been awarded the normal single person 25% discount and have to apply for council tax benefit to cover this amount if your in receipt of income support.
so the long and short of it is your getting your knickers in a twist about nothing and have not understood the letter...0 -

Thats what is confusing. I received that e-mail this afternoon, however when speaking to someone on the phone this morning, they informed me that the student was the one being charged the 75% CT as i have applied for CTB which means i will not be paying CT.
The question is why when I am claiming CTB does the student get charged
