Its too good a cash cow for the railway's to give up and as you rightly stated most people are intimidated into paying out rightly or wrongly.
Yes but I am only saying that PFN are not enforceable, at some point their use to force people to pay will be challenged, because most people would give up when they realise that a court is the next step. I would say to go to court if you have a cast iron defence which by the way the OP does not have.

but not all trains have train managers...

Problem is as I stated they cancel the Penalty fare or Unpaid fare Notice and prosecute under bye laws to which you normally have no defence. Having read the whole thread, IMHO I think my 14 year son would have done the same and tried to have hidden it from me.
