It seems ironic (even though you are on an LLU product) that the OP is being penalised such a small amount on the basis that are users like yourself clogging up the network with illegal downloading whilst you download penalty free.
I do hope you have some evidence that KillerWatt is indeed downloading illegally and not just assuming he is.
O2 Access cannot provide sufficient bandwidth to support such levels of download because BTw charge an arm and a leg for their centrals (the endpoints of their network between customer and ISP)
This is a little out of date now but will give you some idea of who is the real villain in this...

Just to point out, O2 are (or already have) withdrawing the Access package due to signups exceeding available bandwidth.
I've been on O2 Unlimited since it came out (actually it's BE Broadband repackaged, the best independent ISP out there)IT Field Service Engineer, 20 years with screwdriver and hammer0 -
Looks like you are correct - it's no longer on the O2 website so far as I could see. They must have finally realised that posts like this one all over the web are destroying their reputation.0

Hi rdpro and kwikbreaks,
I just wanted to take a moment to confirm that Access is not being withdrawn at all.
Should a potential new customer sign up and they are not in an area that is covered by O2 Standard, Premium or Pro (our LLU network), they will be offered the Access product.

Looks like the wonderous O2 website bodgers have goofed again then because Access isn't mentioned anywhere that I could see - just standard, premium, pro, and the homephone deal.0

Possibly deliberate, the word Access would cause most to run a mile from O2.

I understand abiout the fair usage policy & I certainly know about line contention but what I cannot understand is why O2 have limited me to 1mb when I do not download lots of music & films & do not play game over the net.
At this ridiculous speed I cannot stream Spotify never mind Youtube videos.
They have admitted to me they are limiting all their Access customers because of a few heavy users, in otherwords O2 are penalising all their Access customers when they have not broken any contract.

I am on O2 through LLU.
It is the cheapest option out there, the product is always excellent and when ever any small problems have occured the phones are always answered fast by people who speak good English (think they were UK based) and could solve the problem quickly - no "press 1 for..." menus, no hours on hold...
Also OP, are you sure your sons are only using xbox live.... 40GB is a massive amount to just be used up playing games... are they downloading by any chance?
If it is purely 40GB from Xbox live then they must be on it 12 hours a day + which IMHO is way too much.0
