Not many guys will go straight over pebbledash anyway. If there are any issues with damp behind the existing dash, putting a sealed coat of concrete (render) over the top will make things worse. you have done the right thing cancelling the coating guys as they will only skim over with render and paint over that. WARNING do not have this done until the wetaher improves. its too Cold at the moment. Above 5 degrees over-night is essential. I would use k-Rend or webber, lime based finishes which are flexible, breathable and self coloured, so no paint. Prices should Ok for sand and cement which is cheap to buy, but not always a good long term answer. The dash has come off for some reason, probably damp getting behind. Add £1000 and get lime finish. 100 yrs lifespan.0

Try decopierre.co.uk they do lime based renders in smooth, brick or stone finish. Pebbledash is a bit 1960's and there are lots of modern options. The Protectacoat type companies tend to be really high prices, even after their made up discounts. AVOID0
