Newlyn are among the worst as they also have a separate arm acting as Court Bailiffs - but they don't like to make it clear that they are only powerless debt collectors for PPC scammers.
They will not give up if you tell them you know your rights, and refusing to talk to them just means they will keep pestering you.
Do not ring them again at all. Wait for them to ring you and be ready. You should state that 'the alleged debt is denied. Your continued contact is harassment, stop contacting me immediately and pass the file back to the originating company.'
Now because their staff may be thinking in 'bailiff mode' they may immediately reply with some old codswallop about sending the boys round or enforcing the debt. Tell them that as they are not bailiffs in this case, and it will never go to Court, their harassment and lies are a criminal offence and you once again state that the debt is denied and they MUST STOP.
If they don't stop contact then report them for harassment:

Do not hide from the phone calls, you can be as assertive as you like but stick to facts about harassment, not discussion of the circumstances of the 'denied debt' which IMHO is none of a debt collector's business really once it's been stated as denied.PRIVATE 'PCN'? Its good to read all the messages people have left regarding excel parking.
I too received a ticket for not parking within the markings of the bay!!! I am lucky and drive a fairly decent car which just happens to have very wide tyres.
On the original ticket the person!!! who wrote it couldnt even spell the make of the car or the model which are clearly shown on the car. So in my eyes makes the ticket invalid?
I like everybody else has ignored the ticket and now the intent to issue court proceedings notice.0 -

Start a new thread if you need it, but personally I think the letters in this thread and the Watchdog video in the sticky thread 'welcome, please read before posting' and all the current 'help I got a fake PCN' threads with the same old 'IGNORE!' replies every single day are enough to spread the message.

Since my first text on 14-4-2011 from Roxburghe (see #21) I have had multiple texts and phone calls. I've ignored all the texts. The phone calls always start with a request to confirm my first line of my address which I refuse to give (although they already have it as they have sent lots of letters). I have told them I don't owe anyone anything and if they want to take it further then they should take me to court. I have threatened to report them to the police for harassment but they just keep calling. They have used the following phone numbers:

I always make sure I never get on to the subject of the actual "offence" but I'm beginning to enjoy winding them up and am looking forward to the next call!!0 -
Just received another letter through the post this morning from UKPC and their many faces. It started off as letters from Parking Collection Services, then changed to Debt Recovery Plus and now it's strangely gone back to Parking Collection Services but, oddly enough, the signature is exactly the same between Parking Collection Services and one of those on Debt Recovery Plus even though the name underneath is quite different! Strange that two different people can have the same signature.0

I had one of these drop through the letterbox today. After reading this forum them I am happy that there's not a problem...
However: The fact is I and my car have never been to Luton Airport, in fact I was in Nottingham at a freinds wedding on the day and time of the ticket and my car was used to ferry the Grooms family to the service (so I have 50 - 60 witnesses to verify I and my car were in Nottingham).
If they are trying to gain money by deception, isn't that fraud and as such a crime I can report? e.g. seeing someones car at the airport and claiming it strayed into the wrong lane is one thing, but getting my details from the DVLA just to issue me with an illegal fine???????
One last thing the letter states "Notice is hereby served to the owner of the vehicle registration "P****N". But I don't even own the car, it's a motabilty car. They also make no reference to the make and model.

In your case the fact they have made a mistake with another car's reg number and put down yours instead means you cannot possibly be liable - not that you would have been 'liable' for anything even if you had been at the Airport.
Just ignore them, they don't know the difference between owner, registered keeper and driver. Their letters are speculative harrassment, pure drivel.

I have read all the comments but I'm still a bit confused!
I parked in salford in one of Excel car parks and I paid for it as well, but it said all day 3.50 and when I got the ticket it had written on it till 7! aparently the car park closes at 7 but I thought it's only till 7 that you pay and it's free aftrewards, anyway came back to my car and surprise! there was a parking charge notice. but what it is, is that he ticked number 81 which says parked in restricted area instead of ticking number 80 which says parked longer than permitted time! so I wrote an appeal and said I had parked withing the permitted area and there was no lines or anything and can't understand why it says it's parked in restricted area. and they wrot eback that my appeal's been refused and I got to pay £60 within 7 days or it'll be £100! the thing is that the car park was still open at 7! if it was supposed to be closed why was it still open when I came to collect my car? help me!! I don't want to pay £100! it's so unfair!0 -
