what was your old ISP? the DNS server details you listed are from 'Het Net' an ISP in the Netherlands.

I am in Holland actually staying with my father. I have turned off ICS which has not shown any improvement even after reboot. Also tracert on laptop does exactly the same regardless of PC being on or off.0

well i'm stumped, especially with it seemingly trying to route back out (seemingly) via the Acatel modem..

I have the box here and it simply says Belkin high-speed mode wireless g router, 125 high speed mode, 2.4GHz.
Looking for model number, can only find Part F5D7231df4 if that helps.0 -
does it plug straight into the phoneline as well?0

Just as you normally do the modem plugs into the phoneline and the router then goes inbetween the PC or laptop and modem0

Been following this one with interest but keeping out of it to avoid muddying the waters (too many cooks and all that) but one thin that might be worth trying is flushing the arp cache on each machine, using cli:
netsh interface ip delete arpcache
:cool:
