Is it possible that there is a fault with the router and if so is there a way to prove it?

ie, tools, internet options, connections, lan settings

is there anything in the proxy server box, or under advanced. if so, take out the tick to use a proxy server

Something seems to be pointing to a 10.*.*.* network, which is a local network, and is wrong..
Ever get the feeling you are wasting your time?

Don't suppose the laptop used to connect to the net using an Acatel modem at any point did it?

no lan has the "Automatically detect settings" checked and that is all that is in that window that has been set. The Proxy server box at the bottom is not checked.

    Tracert 10.0.0.138 brings up

    1 5ms 2ms 2ms 192.168.2.1
    2 3ms 3ms 3ms 10.0.0.138

    trace complete

    uncheck the automatically dectect option..

How many machines are on your network using this router? have you ever used an Acatel modem as that's the default IP address of them.

A quick read through the posts made me think the solution may be possible if you are not already tired of going through few things. Shouldn't take more than 5 minutes.
    Is it right that:
Internet-->router--->pc (working fine up to here) I assume here - that your wireless USB is usually plugged into your pc and the pc transmits data to the laptop. If this is correct in your case then please do the following:
On your pc run windows networking (or wireless networking - set up small office),
When asked for connecting to the internet select PC's network card which is connected to the router. But when setting up the network you will have to specify or select USB as your network adapter. (think the usb as the other card on the pc but make sure u select your usb device there and not the network connection card)
Now run the same small office network setup on your laptop but make sure to select the wireless usb device as ur adapter. This should work fine like this:
    Internet --> Router --> PC --> Laptop

    Problems:
To be able to work this way your PC's network card must have an ip address something like this 192.168.0.1 (assuming windows internet sharing). This means that your pc is like a router and issues randon ip addresses to any devices using the internet connection. In short works as DHCP server.
If your router is setup to do dhcp ip addressing then your PCs network card is set to receive ip address automatically (which means you can not share internet connection on it).
Internet -->Router --> PC/Laptop : So the laptop has to be connected to the router to get the internet connection.

Please ignore me if you have already tried this.

if i understand you correctly then no the Linksys wireless USB device I have is for the laptop only so that the laptop can see the Belkin router getting it's signal via the Alcatel modem

Can I just clarify the current situation?

If you plug the laptop into the router with the ethernet cable, everything works, internet, router config screen in ie (192.168.2.1), ping https://www.google.com.

But, if you do this wirelessly, you can get to the router config screen, but the other tests don't work?

I think you are very close to getting this sorted, just need the final piece in the jigsaw..

I did mention earlier that for some reason my father had two network cards in his PC and used to connect the laptop to one of these to get internet on the laptop, obviously the other network card was the internet connection via the router and modem.

But because of what you just asked I have now plugged a cable in from the router to the laptop and pinged it. I am no expert on pinging but I would say it responded correctly (no loss), however the internet still does not work on the laptop.

Note the laptop did react when I plugged the cable in, i.e. I got a little pop up appear at the bottom right on the laptop ie 100mbps connected if that helps.
